Dr. Barnett has been licensed as a clinical psychologist in Kansas since 1988.  He was educated at Kent State University where he earned his doctorate in 1983.  He has been in private practice since 1992.  Prior to that, he was the chief psychologist at the Kansas Department of Corrections Reception and Diagnostic Center, and then was a regional executive director (managed care) for CIGNA.


In the course of his private practice, Dr. Barnett has performed in excess of 10,000 evaluations, and has testified in over 300 trials, hearings, and depositions.  He is a diplomate and fellow of the American College of Forensic Examiners and a fellow of the American College of Advanced Practice Psychologists


Dr. Barnett maintains four offices in Kansas:  Lawrence, Topeka, Wichita, and Chanute.  He is willing to travel to any location in Kansas for consultations, evaluations, and testimony.  He would be willing to travel to other locations, if necessary, consistent with the practice laws of other states.
